Customs and Excise Goods Seized

I need some help here to understand this. My regional newspaper reported that 5000 fake magic wands had been seized by HM Customs. Does this mean real magic wands actually exist?

I have yet to meet Custom and Excise officers who are happy even some of the time so I still think they didn't work.

Well, I'm obviously not an expert on such things, wonder where I ca get myself one. Do you have to have a licence?
