Planting Spring Bulbs

When is the best time to plant daffodil bulbs? I normally plant them in late October early November just before the ground gets hard with frost. I only ask as I have just been planting some this week (end week of October) and noticed that some appeared to be already sprouting from the top! I think this is because the weather is so mild at the moment.

My daffodils are in the ground permanently. I haven't spotted any above the surface yet. But, we have had so much rain here in Lincolnshire, I would have though them glad to emerge.
My roses are still blooming !
