Rude dogs and their owners

Taking my little jack russell Molly for a lovely walk across the park the other day I saw on the other side of the field a lovely big giant poodle. My Molls is very friendly and is always happy to make friends so off she went to explore, the other dog put its head up sniffed the air and began to run towards us I soon realised that it was heading straight for me! Now I am all of 5ft tall and my sisters very rude german shepherd has taken me off my feet a couple of times! I stood firm and braised myself when it arrived its paws landing on my chest then leapt up again and again! luckily I wasn't knocked over but I stood there covered in mud and pretty cheesed off! The owner then turns up just laughed and walked off! I was gobsmacked I thought how rude!

I am 5ft 7inches and if this happened to me I would fail to find it amusing, dog lovers should be aware that some people are wary or even frightened of dogs. I have had occasions where I have asked owners to put their dogs on the lead especially when I have been out with people with special needs who's fears can be very distressing for themselves and challenging for the people with them.Is there any legislation about where dogs can be let of the lead?

Who was rude though, the dog for not wiping it's feet before being friendly or the owner who saw the funny side of the situation?.
