Veggie Patch

I have a small strip of my garden that I use for Veggies. Over the past years I have added used compost from bags that I have grown Tomatoes or flowers in. This has improved the soil and I have had good results from most vegetables that have grown there, BUT when sowing seeds of Beetroot or carrots I get a very poor results. Many carrots do not germinate and the beetroot tend to Dampen off and die. I do tend to lay plenty of Slug pellets around. Can anyone suggest why this should happen.
