Bad Skin/Facial Hair

Hi. I'm a woman approaching her 60's with awful skin. As a teenager, I had a few spots here and there but luckily managed to avoid acne. However, since I entered my 50's, I've had a lot of dark , spiky hairs grow on my chin and cheeks. When they're below the skin they look like big fat blackheads. However, when I pluck them, it leaves a red blemish which seems to take a couple of weeks to fade. I dislike wearing foundation - though I am resorting to it more and more recently - and exfoliation is out of the question as my skin is extremely sensitive. Are there any other ladies out there who have experience of this?
