Sewerage in our back garden for 8 years

Since my next door neighbour had an extension built finished in 2016 , built by European Builders, we have sewerage and flooding in our back garden. Which we only found out about last year when I had flood water tested by a Laboratory. We live in social housing are pensioners, now found out my Husband has a virus eating into his lungs, called Aspergilus. Caused from spores from Mold. Very ill. Not only this happens, but the builders move her dividing fence into our garden by 18 inches, theft of housing assoc land, they also took away our downpipe and filled our drain with cement.now I have been in touch with various council depts. and through diligence found that they are all covering something up or their rear ends. Thames Water done camera and video work whereby you can see sewer pipes altered drastically, owner would not let into check their pipes,, Wha or how should I move forward with this problem as a tenant who has not had use of garden for a year, on orders from Hubbys Consultant. We need some guidance now please.

Well, KnottyJune, this is by its very nature, a civil action. I'm not a lawyer by any means, but I assume you have contacted your neighbour and have gone over this sticky issue with no resolution. The next step would have to be some preliminary legal counsel. Yes, I'm stating the obvious. There are many tricky and time-consuming lanes you may have to travel.
With a sick husband as well, the real question is are you up for perhaps a
tough fight with someone who lives next door to you? Have they offered nothing in the way of compromise to you?

This is a terrible situation for you to be living in, Knottyjune. You say that you live in social housing - surely the people from whom you rent your house, whether it be a housing association or your local council, have some legal responsibility to ensure that your accommodation is fit for purpose. If they refuse to help then I would write to them (recorded delivery) and say that you will withhold your rent and also inform local newspapers asking them to take up the cudgel on your behalf.
